Ramsey County sues feds for evidence in St. Paul Hmong man’s detention

ChongLy “Scott” Thao, a naturalized U.S. citizen, was detained by masked federal agents who led him outside in handcuffs, Crocs, boxer shorts and a blanket draped over his shoulders.
